Chinese legislators convened in Beijing on Sunday for the second plenary session of the top legislature, deliberating a couple of key draft laws including one concerning recycling economy and one on science progress.
Wu Bangguo, chairman of the Standing Committee of the National People's Congress, chaired the Standing Committee meeting on Sunday.
The draft law on recycling economy of China stipulates governments at all levels should make plans on the development of recycling economy, establish systems to control energy use and pollutant emission, strengthen management on companies with high energy and water consumption, make policies to divert capital into environmentally friendly industries.
The committee also discussed draft laws on prevention and control of water pollution and labor dispute arbitrage and heard reports on energy saving and environmental situation of Huaihe and Liaohe River areas.
